      I checked the Bias as per photo, it seems fine. It has to be something else of this nature. Meantime problem persists.

          You need to check voltages on HVPS Developer Bias Pwb = item no. 16
          Measure the bias voltage, on electronic board, for all three colours and compare.
          If you have voltages there then you can change the item no 15 = Charge HVPS.

            Here is a picture to show the rough/sand like cyan print over the sheet. Despite the fact that the printed image is missing cyan. Sometimes the prints are clean but cyan is always missing.
            You dont think there is something else much simpler to think of that could be causing this. Before that we start looking into electronic boards?

              Unfortunately there is no magic switch hiding in the machine. I suggest you preform the procedure:

                Your tech must know when there is not voltage on drum or this voltage is low the image looks like you posted here. The used name for this is background.
                But if the paper is rough / sand like that mean the developer is on the paper and this should not happen even there are low voltage on cyan drum.
                The developer unit and drums act as a unit so you need to check also bias voltage.
                Something is wrong if the developer gets on paper.
                Easier at make checkings I dont know.
