pls chk dc power supply for 5vdc or 3.3vdc output ?if normal then remove hdd and reboot machine ,mc recover?if same problem pls chg ess board and after recover pls set energy saver to off .
If you can't get the machine to boot up you won't be able to change an NVM setting. It sounds like a LVPS problem but it could also be an electrical short someplace in the machine. If you suspect its a short try to disconnect all units one at a time till you find the one causing the problem.
