Riso 220UI - Cylinder Issue

I've got the listed Riso and have had an issue with the Cylinder. Client doesn't use is all the time but I wouldn't think that it should not fill or fully impregnate the Master if it is idle for a month or two. It is the second Cylinder I have had issues with. Anyone have this as an issue and is there a good fix? Thank you for your input.

This is a common problem when drums sit idle for any length of time; it is even worse now that RISO uses soy-based ink, which quickly gels and clogs the screen.
