[CQ] HP LJ 9040 Toner stuck on drum.

Yes, toner is stuck on the drum and not because the cleaning blade has failed.
    Bars/strips front to rear.
Hard to rub off by hand. Almost "melted" to it.

Tech. replaced toner/drum unit with new OEM and two weeks later, same problem.
Tech. replaced hv pwb and DC controller pwb, transfer roller, and two weeks later problem returns.
    Boss wants it fixed!

    Thanks in advance.

look at the service manual on the removal section sub section back assemblies. see the removal of the cartridge fan. check its operation if is not clogged and in the correct orientation for air flow. In fact check all the fans in the machine .

I've had this problem with b&w machines with defective transfer rollers. Clean the drum, replace the transfer roller. If it comes back, get an OEM transfer roller and replace it again.
