Have you checked the default contrast setting? See pg 26:

If you'd like a serious answer to your request:
    1) demonstrate that you've read the manual
    2) demonstrate that you made some attempt to fix it.
    3) if you're going to ask about jams include the jam code.
    4) if you're going to ask about an error code include the error code.
    5) You are the person onsite. Only you can make observations.

If I understand correctly, the image fault only occurs with the fax function. That would indicate that the problem is primarily with the machine sending the faxes to the machine you are working on, although that machine's formatter might be causing that too.
Grr, stupid 1980's tech. Why won't it die?

If I read the initial post correctly you had light print and replacing the toner has the same results. You tried a half page test and the toner was not transferring properly. If you are printing on a plain 20 lb paper I would replace the transfer roller Mfr Part #: HP RM1-6321-000CN

in that case, I have never had to get to the laser/scanner on this unit but the limited information in the service manual gives me a part number (RM1-0171-000CN) but no R&R information. From what I can tell the LS is under the cover for the output tray. Good luck
