There's so many models, however; it might be something as simple as a broken 'belt' on the camera mechanism. It's actually just an o-ring they use to go from the motor to the wheel that adjust the camera.

You can buy it at a hardware store usually. If you need the size I can measure one.

I think in new models they did away with the belt and went direct with the motor. But if it's like the cc800ps or 815mfp.. it's a o-ring.

furthermore, do you know how to "erase parameter blocks" on an HP Designjet Scanner 4200? I know on a 4500 scanner that in scanner maintenance you select it from a drop down menu, but I don't know how to "erase parameter blocks" on a 4200. Maybe I am missing something in "scanner maintenance".

I've never had the need to 'erase parameter blocks' but I would assume it's the same process; from the scanner maintenance program.
