Could be a defective cartridge. Have you tried another?
If you have, I would run the IDS (ink delivery system) diagnostic and pay attention to the part where it has you hold down and release each piston in the ISS. If any feel stuck or are raised and will not go down then that's your issue. An ink leak in that area will cause these problems. Replace the ISS.
You can also observe on startup, with all cartridges removed, the pistons in the ISS should raise and lower. If the one for the matt black doesn't, that's the or part of the problem.
OR, a possibility is that you have air in the ink tubes. I ran into this recently on a Z5200. I ended up replacing the ink tubes, but the printer insisted that cartridges that had plenty of ink in them were empty.
