I'm sure that issue is due to a defective black toner cartridge, most probably the waste toner container is full, the drum is worn, the doctor blade is broken...
Hmm, but its bough new, that bothers me ... Could black drum get defected by staying for 2 days in wet room with low temperature?

This printer has a waste toner container for each cartridge, located into the cartridges.
I think you must proceed this way:
1. if you are a tech: open every cartridge and wipe out the water box container (only trained personal with adeguate equipement can do this);
1. if you are NOT a tech: change toner cartridges
2. wipe out the ETB with a soft, lint-free dust remover dumped with isoprophylic alcohol.

Wiper blades are in bad shape. Effective drum cleaning are near impossible, I will change the cartridges.
How do you seen that the wiper blades are worn out?
I tell you so because you must remove the opc drum for accessing that blades, and it is a destructive removal...

First I carefully remove the drum, the pcr and with a curved and fine tool like a scriber, I remove the two pivot pins of the cartidge, I separate the waste part from the new toner container (the assy with mag roller). I partially remove the wiper blade, It has a flexible sealant in the metal portion of the blade. Actually I assemble all unit back in it's original condition.
I did'n broke any part of this cartridge.
I said, if somebody assemble it, it could by disassembled.
I repair all monocrhome HP cardrides that way. But this is my first 4600

The two cartridges are very different, and in the second case you MUST break the opc's gears in order to remove the wiper blade...
Here we work on those cartridges for remanufacturing. On an original cartridge we always break the OPC for accessing the wiper blade.
Compatible opcs has a locking mechanism and a screw for later removals
