I see a pattern interval. Do you? ~70mm I'm guessing. And the other clue: The cyan has no voids defining the edges. You've got cyan primary charge loss. My guess? You've got a defective cyan laser cartridge. It will remain defective in whatever slot you install it in. =^..^=If you'd like a serious answer to your request:
1) demonstrate that you've read the manual
2) demonstrate that you made some attempt to fix it.
3) if you're going to ask about jams include the jam code.
4) if you're going to ask about an error code include the error code.
5) You are the person onsite. Only you can make observations.

charge loss was my first guess... it dumps toner all over the ITB and gets all over the back of the piece of paper as well... the toner that spills over on the back doesn't fuse to the paper at all and gets all over your hands./i haven't worked on one of these machines yet and i was thinking DC Controller?Comment

Start with the cyan toner cartridge. 95% of the quality problems on color HP come down to the cartridges. =^..^=If you'd like a serious answer to your request:

Take the cyan cart out and run Disable cartridge check (special mode test) This diagnostic test can be used to isolate print quality problems that are
related to individual cartridges and to isolate individual cartridge problems, such as noise.IzzyComment

definitely not the cartridge... i just swapped cartridges and it did the same thing... i even tried a cartridge of a different colour from the same machine to see if it would have any effect, magenta does the exact same thing.Comment

i think you have a toner problem, try to replace the PCR if the problem still appear then replace the upper part of the cartridge "the waste bin"..Comment
