What Wild Bill said, the cartridges are bad. They were probably stored in an area that was way too hot and the toner got fused hard as a rock, and they might have even broken some internal augers and stuff because of that.

Troy has the most reliable MICR toner that I have found.
I had for 10-15 years a customer printing thousands of checks per month with Troy...
        No problem.
Beware of old stock. It seems that old toner cartridges, whether MICR or not, seem to print too light.
Troy "ain't cheap" but the best usually isn't!

Troy is the HP authorized micr toner. The cartridges have all brand new oem components except just different toner. With aftermarket micr carts you never know what you will get. The good remanufacturers know the right vendors to purchase quality micr toner. Also they would test the signal strength by printing micr characters and running it through a scanner with special software to check the low and the high reading. Not only does the micr toner have to be a good quality but the component used such as the drum and mag roller have to be matched with the toner with life tests.
