Most likely a defective toner cartridge.

We'll try to clear your issue with a true, and not end up lines to my discussion start up.
(I have no idea what that means.)

It's very unlikely that a print driver would cause black lines, spots, or borders (boarders are guests that sleep over). Most of the quality related components on an HP LJ4200 are enclosed in the laser toner cartridge. Chances are that replacing the cartridge will solve your problem. There may be some residual toner in the transport that ought to be vacuumed up. There's a chance that the fixing film could cause a similar issue.

It would help a lot is you attached a sample. =^..^=
If you'd like a serious answer to your request:
      1) demonstrate that you've read the manual
      2) demonstrate that you made some attempt to fix it.
      3) if you're going to ask about jams include the jam code.
      4) if you're going to ask about an error code include the error code.
      5) You are the person onsite. Only you can make observations.

I can confirm...there is ZERO chance updating the driver will help.
Although, I'm not sure why you didn't simply spend the 5 minutes doing it, to prove it for yourself
As the others have already said, It's either a defective toner cartridge, or a fuser (fixing film) problem
