[Electrical] HP DJ5500 Stalls at Initilizing 99%

Customer brought this plotter into my shop after they purchased it on Craig's list. First thing belt was bad replaced belt and then was plagued by error codes which I managed most of them. Machine won't cut even though the cutter wheel is fine it just doesn't get into the right position to engage it. I have printed many things on it but because of the cutter issue I wasn't ready to release it to the customer. Then when I cleaned the white cam on the left of the machine to get rid or error 010092 0310050d. I restarted the machine and it goes through all the steps and then I get initilizing 99% and then it hangs there forever. What the h...! Any help would be appreciated.

Try starting it up with all the ink cartridges removed. It may also just be a display glitch; pressing enter or the other buttons may bring the normal ready display up.

Make sure you run the service station calibration after replacing the belt. If the printer is 'hunting' for the encoder mark (that you cleaned) over and over while starting up, but works otherwise (such as when loading paper,) make sure the encoder strip is clean.

Also the cutter may be disabled through the front panel menus. If it is enabled, and the cutter isn't being engaged, I would take a hard look at the encoder strip, clean it or replace it.
