20 people are effectively gridlocking the US Government. It appears that none of them are willing to put their own name on the line to voted on, they always chose someone who doesn't want the job. The actual way that the Speaker is chosen is not in the Constitution, it only states "The House of Representatives shall chuse their Speaker" The formal requirement is that to be elected requires a majority vote of those present and voting. According to the Congressional Institute, "For each person who answers present or otherwise does not vote, the threshold to win a majority decreases. In effect, the threshold decreases by a vote for every two people who answer present or do not participate."

You do realize a number of those demands they gave McCarthy were rules that congress had in place but were changed by long standing congressmen who wanted to remain in power and have all the power .
