Yes he does but rarely.
He is more inline with BSM2.. snide remarks.. diverts from questions asked of him.. and tries to shift blame/ownership of the problem (typical liberal ploy)

From the first paragraph of the article "The syringe hasn't received even the first of a series of approvals it needs from the federal government." Sounds like the swamp was preventing President Trump from getting any credit for anything.
