The fences were there before 2017. I am not sure but believe they were put up after the assassination attempt on President Reagan.

The smaller barricades are of the type that President Obama had installed around National Monuments in October 2013. Created problems for a number of Honor Flight veterans wanting to see the various war memorials until Kern County Congressman who was then House Majority Whip Kevin McCarthy met Honor Flight veterans from Kern Kern County and others who were present at the barricades and let them in. McCarthy acted as tour guide for them since the civilian guides were on furlough due to the the shutdown.

Billionaires do not just give their money away. They became billionaires by not giving their money away. If they are feeling charitable they will donate, that comes with a big tax deduction, so they get something back. To believe any billionaire would just give money away without have at least some of it come back is simply ludicrous.
