There is no way a vote by mail can happen fairly!
Voting should then happen per citizen publicly on a digital platform. No anonymity...
The platform should be accessible to any one who wish to audit it.
Already divided and at war with each other so why would that mater at this point.

If voting were online on a digital platform I would love to be the one writing the software for the platform.

As for vote by mail, considering that in most places political advertisements are prohibited within a certain distance from a polling place and once any mail in ballots are in the hands of voters, all political advertisements on any media should be halted. The reason, any place where anyone can fill out their mail in ballot becomes an official polling place and every day becomes an official voting day.
