According to the Guardian it was reported that he said what he did two years ago. I think the reason this was not made public back then and is being released now is obvious, that is if it did actually happen.

it originally came from 'The Atlantic' with NO name of the accuser ... no verifiable facts... has been debunked many times since it's release.. YUP just in time to sow seeds of doubt about Trump... but notice they don't even mention Biden's failing health/memory.
