Sounds and looks like a drunk, possibly drug induced rant, man that has taken female hormone therapy injections. Just my 2 cents. On a side note, crack cocaine users can have thoughts of hysteria, non nonsensical rants and possible paranoia... seems this man who is now a woman is experiencing this on the video. My suggestion....drug test him or her if they are a public servant!! Seems they are under the influence. Crack is Whack!!
