Headline is a bit misleading.

Transition is difficult. There will be ups and downs when the main fuel source is changed. It is inevitable though, and it's best to start the transition before fossil fuels run out.

I'm pretty sure, so far, any green energy policy is more dependent on China than Russia. As far as I know Russia doesn't produce a lot of green energy components.

The whole idea behind green energy is to get off of fossil fuels. It's a slow transition and there are concessions that will need to be made before that can be accomplished.
It's just plain fact the Europe has been forced to use more coal because of the shortage of natural gas.
