Again, she said aid to hurricane victims should be based on equity. Whatever you want to read into what she said after that is not relevant since she specifically said aid should be based on equity, meaning the trait of being fair or impartial.
Since FEMA directs the funds all of this is moot anyway. Whining about someone merely talking about being fair just makes conservatives sound like a bunch of cry babies.
