Interest rates are influenced by the supply and demand for loans and credit in a free market and the direction that individuals, businesses, and governments take to save and spend their available funds.

No one is disputing who controls interest rates. That's beside the point. The relevant question is why interest rates were raised. And it's a matter of public record that they were raised due to inflation. Inflation that was, by the way, downplayed by Biden.

Higher interest rates are generally a policy response to rising inflation. Like many other things, the Biden administration downplayed inflation and promised it was "transitory". So, yes, Biden is responsible for high interest rates.

And trumpy downplayed Covid. Does that make all the sickness and deaths related to Covid his fault?
