Is there a definitive test ...
If you'd like a serious answer to your request:
1) demonstrate that you've read the manual
2) demonstrate that you made some attempt to fix it.
3) if you're going to ask about jams include the jam code.
4) if you're going to ask about an error code include the error code.
5) You are the person onsite. Only you can make observations.

So for example:
C:\Documents and Settings\user>telnet 192.168.0.100:139
or something like that? And what sort of response would I expect? If you'd like a serious answer to your request:

Re: Is there a definitive test ...
Ask and ye shall receive.
It's a free utility from Micro$oft.
Actually, I just used it again today.
Just run "portqueryui.exe". Nothing to install!Attached Files“I think you should treat good friends like a fine wine. That’s why I keep mine locked up in the basement.” - Tim HawkinsComment

NetworkScan does this if properly configured:
SoftPerfect Network Scanner: fast and free network scanner
Go to Options>Program Options>Additional>Check for open TCP ports

Re: Is there a definitive test ...
I've used quite a few other tools, but I like the fact that it doesn't need to be installed. Quite handy if you need to run it on a customer's PC.“I think you should treat good friends like a fine wine. That’s why I keep mine locked up in the basement.” - Tim HawkinsComment

Re: Is there a definitive test ...
On the pc you want to check (providing your on it) you can use: cmd, netsh firewall show state or netsh firewall show config (This works on XP)
This will will provide some useful info on what the firewall is blocking, although it may be different for win 7Networking skills are advantageous but use of a 3m vacuum cleaner is essentialComment
