Is there a definitive test ...

... to determine if the proper port is unblocked/open? Whether its port 21 for FTP, 139 or 445 for SMB, 25 or 587 for email, 9100 for printing, I can never be sure, just cause the function isn't working. Maybe a command prompt? An external utility? Or just admin rights to the main server? =^..^=
If you'd like a serious answer to your request:
    1) demonstrate that you've read the manual
    2) demonstrate that you made some attempt to fix it.
    3) if you're going to ask about jams include the jam code.
    4) if you're going to ask about an error code include the error code.
    5) You are the person onsite. Only you can make observations.

      So for example:

      C:\Documents and Settings\user>telnet 192.168.0.100:139

or something like that? And what sort of response would I expect?

        Ask and ye shall receive.

        It's a free utility from Micro$oft.

Actually, I just used it again today.

Just run "portqueryui.exe". Nothing to install!

NetworkScan does this if properly configured:

SoftPerfect Network Scanner: fast and free network scanner

Go to Options>Program Options>Additional>Check for open TCP ports

Marvelous! Three possible outcomes: LISTENING, FILTERED, or LISTENING or FILTERED. I'm not sure whats being specified in the third case, but when I tested our SMTP, SMB, and FTP, I got the expected results.

Maybe I missed a step, but it only seems to check port 80. I experiment a little more to see if I can get more useful results.
Thanks All. This will help a lot. =^..^=

I found it. Nice! I can list all the usual ports to check on the "Additional" page. It pings each IP and checks each port listed. Someday I should learn how to use all these great tools I have. Thanks Hans. =^..^=

I've used quite a few other tools, but I like the fact that it doesn't need to be installed. Quite handy if you need to run it on a customer's PC.

On the pc you want to check (providing your on it) you can use: cmd, netsh firewall show state or netsh firewall show config (This works on XP)

This will will provide some useful info on what the firewall is blocking, although it may be different for win 7
Networking skills are advantageous but use of a 3m vacuum cleaner is essential

On Windows 7 you can use "netsh advfirewall firewall show rule name=all > C:\firewall.log"

The filename and drive location you can change yourself.
