      Possible Firewall issue
HTTP traffic is being blocked before getting to the device.

        Copier > Option > FNC-SW > CDS-UGW and set it to "1"

These settings are in the same service mode location as CDS-UGW and are defined as CDS-Firm and CDS-MEAP.

Configure CDS for Scheduled Firmware Update for Canon Controllers?

The copier can download and install System Software automatically by following these steps:
        1) Service Mode Level 1
        2) Select Copier
        3) Select Option
        4) Select FNC-SW5)
Enter 1 for each of the following:
        CDS-FIRM
        CDS-UGW
        CDS-LVUP
        6) Press Ok
        7) Reboot the Copier.
        8) Your Screen should now have a Schedule Update section.
        You can access this by:
        a) Settings/Registration.
        b) Login in as System Manager and password.
        c) Select Management Settings
        d) Select License/Other
        e) Select Register Update Software
        f) Select [Schedule Update] settings and change to ON
