    It looks like wrong toner, to me. Of all the brands that I've worked on, it was usually the Canons that endusers would re-fill the toner cartridge with ... I don't know ... whatever is on hand, and sometimes black ("All toner is the same, right???"). If you look inside the machine, it will look like the toner cartridge exploded. There is only one place the toner doesn't want to be: in the developing unit.
    If you'd like a serious answer to your request:
    1) demonstrate that you've read the manual
    2) demonstrate that you made some attempt to fix it.
    3) if you're going to ask about jams include the jam code.
    4) if you're going to ask about an error code include the error code.
    5) You are the person onsite. Only you can make observations.

      Check / clean the drum earth contacts especially if this is a high millage machine.

        work around;
        1. this is a drum charger problem on this model, remove the charger assembly and clean the corona wires
        2. under service mode, do the following;COPIER>OPTION>USER>PO and interchange the value of PO.
        If the value of PO IS 0 CHANGE to 1 and enter ok and viceversa ,then SWITCH OFF and ON and make a test copy.
        3. If there is still a background,adjust the corona wires on the drum charger assembly if the problem persists change corona wires.
        4. If the above options fail then change the toner
