Check the Upper Fixing Roller Bushing and the Lower Fixing Roller Bearings Condition. It is possible that the Bias applied to the Upper roller is shorting to Frame.

a bias voltage is applied to the fuser assembly and the paper feeder guide and if this bias voltage shorts to the frame it will cause E069 codes.

The diagram below illustrates how to check for a bias short in the paper feeder guide. There shouldn't be any continuity at the two points in the photo below, where the black lead is simply on the frame ground. If it is shorting to frame ground, check for wear on green bushing on the registration roller shaft.

If E069 code is occurring, but "clears out" when J 733 of the HVT-DC pcb is unplugged, one thing to inspect is the condition of the black Mylar shields for the Upper and Lower Pre-Transfer Guides.
If the black Mylar shields are wrinkled, ripped, torn or frayed, arcing of the Transfer Guide bias may occur, which will cause the E069 code.
Try covering the Upper and Lower Pre-Transfer Guides with electrical tape, then check the copier operation with J 733 of the HVT-DC pcb connected.
If E069 code does not occur the Upper and Lower Pre-Transfer Guides need to be replaced.
