I've never had to dig into that developer unit, but a lot of the small
Canons use a rubber doctor blade. The blade levels off the toner in the texture of the mag roller. When that rubber doctor blade becomes worn, the friction from rubbing the mag roller creates enough heat to fuse the toner onto the mag roller.
You can clean it if you have harsh enough chemicals, but you can count on it returning. These developing units don't have a very long life, as low as 75K on the NP6016.
If you'd like a serious answer to your request:
1) demonstrate that you've read the manual
2) demonstrate that you made some attempt to fix it.
3) if you're going to ask about jams include the jam code.
4) if you're going to ask about an error code include the error code.
5) You are the person onsite. Only you can make observations.

We have a bunch of the 1310-1670 series in the field.
the doctor blades are made rubber and they SUCK. You are lucky to get 40k out of them. Wear old clothes when replacing them.

They sure cheapened up the developing units since the 6221's (which weren't all that great either).
