Did you do a sensor check?
If the state still don't change after replacing the sensor with a known good one and you do find that the sensor connector does have 5V to power it then yea the board is not taking the input.
Or there is not 5V coming from the board. Even a pinched with can cause that.
Like i said the previous case on a C220 i had the printer control board was the problem. Not sure if there would be ICP to check as there was too many donor machines at that time.
Long time ago i think i have same error on C203.
It was wire from sensor pinched somewhere to machine body ground.
That time solution was just to repair damaged wire insulation and all ok, no ICP blown.
