Seems you have done all right, unfortunately sometimes one should bite the bullet.

Re: Bizhub C364e stuck on for bars

Here is something to try from the KM knowledge base.

          Model: bizhub C364e

Code: Display freezes at KM Logo, hourglass or Pillars (AKA: Shark Fins, Bars, Columns, Towers) Stuck at initialization / Lock up / Will not Boot

          Perform the steps outlined below.

          1. Power OFF the machine then access the MFP Board.
          2. Reseat MFPB and Control panel connectors.
          3. Clean/reseat DIMMs. If suspect, replace the DIMMs (Memory modules).
          4. Reseat the SSD board (SSDB).
          5. Disconnect HDD and any installed accessories.
          a. Unplug data and power connections to the HDD.
          b. Isolate all power to the Document Feeder, removing all connections to the machine; and then remove the Dual Scan Image Processing board (DSIPB) from the MFPB. Carefully inspect the USB cable for the Dual Scan Image Processing board (DSIPB) for any cuts or damage to the cable.
          c. Remove any FAX board.
Note: There have been instances where the harness (Controller Relay harness /2) connecting Fax boards to the MFPB needed to be replaced. Ensure that the harness is securely connected. Refer to the Harness Connections document for more detail.
          d. Disconnect any finishing options.
          6. Power ON the MFP; test operation.
          7. If the control panel issue is resolved with all accessories removed, connect each component one at a time and test. Replace failed component.
          8. There have been instances where the Control Panel was replaced to resolve this issue. If the symptom persists, the Control Panel may need to be replaced.
          9. There have been instances where, if the DF cover is opened the scanner moves out but never lights or returns home when the cover is closed. MFPB is waiting for an initialization confirmation from the SCDB. The Scanner drive board (SCDB) may have failed or DC power supply (DCPU) or Printer Control board (PRCB) may not be providing the correct voltages.
          a. Confirm input voltages on the SCDB connector PJ1, pins 1 and 2 are each 24V DC, pin 5 is 12V DC and pin 7 is 5 VDC.
          b. Confirm voltages on the DCPU CN005, pin 2 is 12V DC and pins 5 and 6 are each 24V DC. The PRCB CN46, pin 2 should read 5V DC.
          c. Replace the SCDB if all voltages are present. Replace the DCPU or PRCB if any of the voltages are missing.

I believe there is a firmware/machine recovery tool F/W that you could use to try to get it back. I didn't read where you might have already replaced the HDD. I would try that too.
There's also a "CE Reset tool" I found in my F/W folder also.

Hold down the power button on the control panel while turning on the main power switch. See if you can get it to boot into diagnostic mode. If so, press start run it and see if anything comes back as NG. It's not always helpful, but it's at least something else you can try.

Try turning on the device in TROUBLE RESET mode.
The two pillars on the panel are more serious problems. If it hangs on 4 rods, it means that the problem lies in the final stage of preparation.
Starting in TROUBLE RESET mode skips some unnecessary steps when booting. If it gets into TROUBLE RESET, then enter CE mode from TR level.
If you open CE mode, try CLEAR ALL DATA, turn off fax and others, format HDD...
