      Are you an engineer?

      Did you do the work on the machine?
      It looks like there is no pressure between the fuser rollers which is why the sides of the image look fine.

          Was it doing the same thing before the belt was replaced? If toner is fusing to paper on outside but not in the middle then the lower fuser roller may be bad or the roller inside of belt could be bad. Without looking at the fuser its really impossible to tell what the problem could be. If you aren't a technician then I would highly advise you get a technician that has experience on this machine to work on it. It will be cheaper than just throwing parts in it.
          One more question what is weight (GSM) and type of paper?
