    From da book!

    C-4701 Laser index abnormality.
When the cycle of the index is different
    from an expected value.
    Index board (INDEXB)
    Overall control board (OACB)

Yup, pretty much laser unit (or a component thereof)

    Regards!
    A!

I have had that code on several machines and every time it turned out to be the index sensor, which is the sensor on the write unit.

Had that code and had to fix it quickly about 12 months ago. A little digging and the index sensor is the same going all the way back to the 7020. It was an early version of the part but it worked great and has kept working ever since.
Of course if the sensor is not at fault this wont help but you never know.
            Cheers.
