Fuser temp too low.

Could be a dirty thermistor inside the fuser ass'y or a burnt out lamp.
Couple of easy things to check first. If the thermistor is dirty, clean it with a cotton swab and alcohol, and make sure it is in it's proper position.
You'll often find it caked with spent toner.
