It's a probable PCR but what's the distance between dots? Are you familiar with the repetitive defects chart in the manual?

Repetitive defect is usually in the appendix of the manual.

I believe the term for this is called: striction

The drum has a clearcoat that prevents toner from sticking to it ... or it used to have a clearcoat until it wore off in some places. When that clearcoat is worn off toner sticks in those areas, and does not clean off of the drum surface. It can probably be scrubbed off with the right chemical cleaner, but will continue to re-occur in the same areas frequently until the drum is replaced. Chemical cleaning removes even more of the clearcoat, accelerating this process.

It might be pertinent to know how many images were made with this drum. =^..^=
If you'd like a serious answer to your request:
          1) demonstrate that you've read the manual
          2) demonstrate that you made some attempt to fix it.
          3) if you're going to ask about jams include the jam code.
          4) if you're going to ask about an error code include the error code.
          5) You are the person onsite. Only you can make observations.

Replace drum with DK-5140a. These were modified to prevent the marks you are seeing on the drum caused by the blade.
