F000 is system error. My dealership just started selling this brand a year ago, and now we're owned by Kyocera. So my experience level is very good, just very new with this brand. Thanks in advance fellow techs.

Last thing I did was new firmware.

If this machine has a fax in it, make sure the fax option is in the right slot.

I would power down and remove the fax board and disconnect the ADF and see if it boots. Did the Firmware successfully complete or were there errors?

No fax on this machine. And Firmware was done without a hitch.

For stuck on the welcome screen Replace the main memory and check
                  F000 Operation panel PWB communication
                  error
                  1) Upgrade firmware, 2) Replace main firmware DIMM then upgrade firmware, 3) Replace main PWB, 4) Repl main operation panel PWB.
                  Replace memory

I agree with randula. Chances are that the Code DIMM will solve your problem. Remember to upgrade the firmware immediately after changing the code DIMM. Otherwise you'll get a cf18A firmware error. =^..^=
If you'd like a serious answer to your request:
                    1) demonstrate that you've read the manual
                    2) demonstrate that you made some attempt to fix it.
                    3) if you're going to ask about jams include the jam code.
                    4) if you're going to ask about an error code include the error code.

Follow up, Fellow Techs, it was the Main PWB. But I got a surprise call on my cell from some regional hack I never met, and he said the steps were taken in perfect sequence. Firmware, DIMM, Main PWB, Op Board. I was well armed, thanks to the showroom machine, thats now waiting for parts. You guys helped me shine today. Thank you very much. Whoop Whoop !

Find yourself a troubleshooting guide for the 250ci - 500ci series.

I've exactly the same problem you did.

swap the ram, upload firmware, WAIT for activity, it can take up to 30mins.

I agree with randula but my method is to go in reverse of his strategy...

I spent a whole day swapping PWB's and dimms from one MC to another, only to discover that it was the main operation pwb. I have had this happen 7 or 8 times so far and 3 of them was the op PWB, so working backwards save a whole lot of time

Also dont forget to try a different HDD
