Are you plugged into the Line connection (the picture of the RJ11 connector, or the handset symbol)?
Are you you using the manufacturers provided two wire cable, not a four wire cable?
Have you connected an analog test set to the line to determine if you have a dial tone, and can dial to your cell, then dial from your cell to the fax line and make it ring?
Have you printed off the Tx and Rx log to see what errors appear, and when the problem began?

These steps are a good place to start on every fax related service call. =^..^=
If you'd like a serious answer to your request:
    1) demonstrate that you've read the manual
    2) demonstrate that you made some attempt to fix it.
    3) if you're going to ask about jams include the jam code.
    4) if you're going to ask about an error code include the error code.
    5) You are the person onsite. Only you can make observations.

Hi, sorry yes, some more info...
      the fax was working fine...
i tested the line with a old spare telephone, the line is fine..
i can make a call to my cellphone and call the number back and it rings, so the line works.
The RJ11 is plugged into the correct jack (line in)
this problem prevents me from entering simulation mode (10871087)
if I remove the fax card, it's fine, the moment I "re-install" the fax card and switch the machine Back on, without even plugging in the line... The same message appears...

The way the problem was resolved on the Stratos and Falcon III series machines, is to power completely Off > Unplug > remove fax option > reload full firmware > power Off > Unplug > reinstall fax option > re-load firmware second time.

As a desperation measure I have done a U021 Clear, but keep in mind that you will lose all your network information, scan information, addressbook, destination, and calibration. So leave this for the last option. There are very few problems with the Panasonic fax cards used in all Kyocera. I may have replaced 2 cards in 8 years, over the full line of machines. =^..^=

I had this on a C2126. I found that a buggered up phone cord bent the connectors inside fax jack so that they were touching each other.
I replaced the cord & repaired the pins with a small straight screwdriver.
            Hope that helps !
