Yes you can, try unplugging the hdd, but first try backdooring into test mode, hold function and clear while powering up the machine, if that works go into f9 under ram initialize select "all job clear" dont ask me why but this fixes some squirrly problems, had this exact problem on an 8035 and thats solved it.
I think you have a problem with your fuser. I've seen techs try to route the black harness from the fuser lamps under the web assembly. Eventually the insulation of the wire erodes, and you get 115 volts arching to the frame. Pull the fuser, and check the 3 harnesses that bold down under the web assembly. If you get OEM webs they come with tape to help insulate those areas of the frame. Oddly the arching seems to occur on that metal plate at the top of the right cover, and the guide plate for the fuser at the top.
