I would go back to 1 of my earlier posts, in relation to the actuator, but also just double check there is no trapped paper behind the paper tray Please remove tray 1 and check for paper behind the tray. But also check the paper feed, there should be a black plastic actuator that hangs down near the paper feed. You have to remove the paper tray to checkI have a dp1510 in the workshop I'll have a look at it in in the morning
I have removed the tray and can't see any paper behind it

it moves freely when i touch it but doesn't look broken
i've had a look at a machine in the workshop, the plastic actuator basically recognizes that the tray plate has been lifted up against the paper feed tyres, by what you are saying, meaning that the actuator moves freely, its a possibility that the sensor that regulates that actuator maybe either dirty or faulty, i would like to add though that sensors on Panasonic's are quite reliable but once the obvious has been covered you have to try the not so obvious lol
i suggest using a air duster to blow out the sensor and if that does not work, swop the sensor from another part of the machine.
In the meantime as long as you have no underlying fault, you can use the bypass on the right hand side of the copier, but first insert the paper into the bypass then press the paper try key to select the bypass

i have blown out the sensor but it has made no difference at all . I have also tried printing from the other drawer and it does print without a problem .
Have you tried cheating the sensors : stick a piece of paper in the T shape opening.(drawer closed sensor) and lift the paper sensor arm manually to see if the error goes away? If it goes away, then its your paper lift motor.If it does not, then its sensor, wiring or board. Also, you should see some E2-01 errors in your F8-06.Also when you check F4-004 you should see some 0 turning to 1 when you activate those 2 sensors.(tell us if you dont know how to get in service mode)

i have stuck a paper in the opening and lifted the plastic paper sensor arm up.
the error went away and it said ready to copy.
so its the paper lift motor that is faulty not the sensor is that correct ?
Hmm normally you would get a clicking noise and eventually E02-01 if that was the case.At the back of the paper drawer the gear that meshes with the paper lift motor, can you turn it by hand and does it lift the paper tray?
Unplug mains cableOk on the rear of the copier, remove the back metel coverOn the bottom lefthand side you will see a power supply board, remove all connectors, and take all screws out. Be carful not to miss the screw that's on the psu and take the psu including metal frame that houses it off, You will see the paper lift motor, remove the 2 screws that holds it (if I remember right)Also remove the connectorYou can then split the unit into twoHave a look inside and see if any of the collers that support the gears have broken
what about the white gear on the front of the lift motor (the one that meshes with the tray) is it not freely moving back and forth on its shaft? or it could be broken .
