Considering this is an old box I would swap out a backup fuser unit i know works.
IF no backup, check lamps are good and in the right location...Thermisters are cheap so is UFR which can cause fuser codes..
TRY spacers on the rear connector for fuser to make better contact with rear of copier..
I think most of us went thru a learning phase wth these series and phantom fuser codes..............

If the heater lamps are not connected to the same color on the terminal strip on the rear of the fuser you will get a code. Green to green blue to blue.

I have to admit that i don't know Ricohs, but assume you you didn't check continuity, atleast any machine with open thermostat/s will behave like this.

if the machine is in error state your motors MAY NOT MOVE. clearly a fuser related issue.. swap with known good ... reset codes.

Error state has nothing to do with it. Derived from graphs in the detailed description portion of the service manual, if the temperature of the fusing unit is below 100C the main motor is not turned until the temperature reaches 200C.
