Check the timer settings- I have slapped salesmens hands for turning the timers way up so that the machine stays at a full ready state for a long time. The factory settings are sufficient for this machine.
The end of that belt's heating roller looks like it's been dragging it's plastic spacer around.
I would expect the ball bearing to turn freely and for the spacer to stay pretty much fixed against the heat roller under tension.

So far the belts i have changed have all been ok, but by the looks of this one the press roller bushing has stuck. Friction/Heat may have caused it to stick to the press roller (or lack of grease) so what i'm doing now is replacing ricoh's Barrierta grease with their heat heat-resistant grease when i change the belt. The service manual says apply on the press roller so i just change the normal grease to heat-resistant.
I have noticed on many Ricoh fusing roller press and hot there is not enough grease. If you have the time its worth regreasing any fusing unit in either in a new machine or ordered on its own.
