In fact, it should be simple to diagnose this problem. If the machine is going to load toner after 100 copies you should see a change in the Vt-value. If the value is too high, the dv-unit needs toner. The machine will start to add toner using the toner pump. If the clutch in the toner pump is faulty, the dv-unit doesn't get enough toner.

I have Changed the Clutch and the problem persisted. I also have checked to make sure that the toner bottles are turning in the copier.

Have you changed the pump? You need to change the pump. It's probably the pump.

The laser shutter issue should be solved with the firmware you're using - it's quite outdated though..
