You have changed the web roll right? If the roll is still exhausted or you have put the replacement in incorrectly then the end sensor arm may still be In the "exhausted" position. If that's the case you can mess around with sps all day long and the message won't clear.

Use SP mode to reset it when a new web was installed. Usually SP1902 changed to 0 (zero) and a re-boot after helps to eliminate "cleaning web needs replacement" message.
