There is nothing to do with developer.

You have problem with cleaning.

First check quenchin lamps(disscharge lamps) if they are dirty in that area of drum and if they are dirty,just clean them,otherwise change drum cleaning blade.
If this cant help,you have a bad drum.
Do what i said and do not ask anymore questions.

there are also a bunch of foam seals that disintegrate and get funky over time,these keep the fnt n rear noncopy part of the drum cavity from
spreading stray toner..
always change the drum blade and cl the drum interior,,the mylar below the cl roller goes bad too,i would ck the cleaning brush too, if it isnt soft then change it..
these are simple things one should do b4 going further..

As the other guys mention. take out the drum wipe it off, I clean them with nufinish carwax it wipes out the stuck on stuff and gives it a nice smooth finish. Personally if you have been there a few times already and the problem persists, beings that you already replaced the corona, grid, and developer you might as well have just put in 30 extra bucks and replace the cleaning blade and brush probably would have saved you from coming back. Id just clean it and replace those parts since you basically pm'd the other parts. If the OPC drum is ok just clean it and use it. If the corona wire is all trashed you might just put in a new one and clean the grid really well.

Also as the other guys said check the foam seals on the casing and make sure they are in good shape. From the looks of the drum your initial problem was probably dirty corona and worn out cleaning blade.

On the last pic you posted its clear that you dont even have foam seals
And that right there is your problem.
