I had this symptom when I mistakenly installed the memory card in the wrong slot.
"You can't trust your eyes, if your mind is out of focus"--
You would get this same result if it were set to distinctive ring setting. There's no particular reason for it to be that way on setup though.
Did you select the correct country code? Maybe that would do it. =^..^=
If you'd like a serious answer to your request:
1) demonstrate that you've read the manual
2) demonstrate that you made some attempt to fix it.
3) if you're going to ask about jams include the jam code.
4) if you're going to ask about an error code include the error code.
5) You are the person onsite. Only you can make observations.
I had this problem with a MXC301W yesterday. The machine had been faxing fine but suddenly stopped receiving, just ringing out. A full restart of the machine solved it for us. We also applied the latest firmware as there was a fix for a fax issue in the latest firmware.
with this model make sure it has latest firmware currently ( 0206E100 )
then Confirm if the fax destination is set correctly.
you can disable ecm using sim 66-1 switch 17 bit 8 to 0 and increase signal sending out level in sim 66-1 switch 25 bit 4 to 0 that might fix the problem.
there are few more fax soft switches we can play with. good luck !!

I have it on good authority that firmware is a major source of fax problems on these machines. Definitely upgrade the firmware. =^..^=

Have you checked if the machine is on auto answer and not manuel answering?
I had one customer with that problem, brand new och not receiving fax, and the problem was that it was on manuel answering.
