[CQ] Estudio 3540C Large multicolored stripe across page LEF (SPic Included)

Weird problem, Multicolored stripe goes across page. I checked the transfer belt and cleaning blade. No paper stuck. There is a problem with the black needing a developer change but think it's non related. Any help will be very appreciated... It was also throwing CA00 Registration error.Toshiba Estudio 3540C.jpg

Clearly the primary transfer belt is not cleaning off the toner density patches. Primary transfer belt cleaning. Are the white plastic arms that pull the belt cleaner up to the belt open? Is the blue handle in the vertical position, or handle damaged? =^..^=
If you'd like a serious answer to your request:
    1) demonstrate that you've read the manual
    2) demonstrate that you made some attempt to fix it.
    3) if you're going to ask about jams include the jam code.
    4) if you're going to ask about an error code include the error code.
    5) You are the person onsite. Only you can make observations.

It was strange. The patch was staying on the belt but no double print on the black. The problem hasn't been back. Think it's the "Amazon bought toner" curse. I have been running into that alot lately... Thanks so much for your reply... Really appreciate it !!
