If your charging by the click then I don't see the problem...We are going to need a little more information here as my ESP-O-Meter is low on angel tears.Like details on what happens to cause this, what modes (simple copy?...using the soft start button or hard?..regular copy mode ? what's on the display? what steps have you done to document the issue? What steps have you done at all....etc...
Default number of copies set to "2"? Same image on both? =^..^=
If you'd like a serious answer to your request:
1) demonstrate that you've read the manual
2) demonstrate that you made some attempt to fix it.
3) if you're going to ask about jams include the jam code.
4) if you're going to ask about an error code include the error code.
5) You are the person onsite. Only you can make observations.
Somehow they managed to default copy mode to 2 sets?
Reset to factory settings should clear it.

If somehow they managed to get it to default to 2 copies...I'd wipe/start over. Never know what might be jacked up.
Is this a used/resold machine? If it is, best to do a decommission which will not wipe out the HDD, but, will wipe ANY
user data, and set all of the non copy quality adjustments back to their default value. If you have it accessing the Toshiba
ECC data cloud, just disconnect the network cable so it won't pull it from the cloud and you have to enter it again.
The decommission will "fail" but it will still set everything back to default.
