    5516ACT out of box failure

This was a fun one. 5516AC, with MJ1113B
After developer stir, CE20. Went into 08, disabled,
powered on, then CA00. Disabled that, then it
said the error was comm failure between finisher &
    logic.
So I said screw it, disconnected the finisher, flashed
the copier. Connected the finisher back and it was
good to go. enabled the color calibration & registration
and worked on that. 03 mode shutter opened and closed
but the 03 input mode said the sensors were not changing.
pulled that all apart, connectors looked ok, but reseated
then, powered back on and that fixed it.

So its working ... for the moment?

This machine clearly never cleared quality control, and nobody tried very hard to diagnose the various issues. =^..^=
If you'd like a serious answer to your request:
    1) demonstrate that you've read the manual
    2) demonstrate that you made some attempt to fix it.
    3) if you're going to ask about jams include the jam code.
    4) if you're going to ask about an error code include the error code.
    5) You are the person onsite. Only you can make observations.

... a recent TABS service discussion on FYI.toshiba.com stated that when asked to reseat connectors, technicians should not just use hand pressure to push the connector against the board pins, the technician should actually physically seperate the two and then reconnect them.

Yep, I remember that discussion. That's why my fingers are sore. Unplugging and reconnecting every connector LOL
I use to think it was they wanted the connections to be secure, on a trip from the Earth to the moon, but I think it is
to survive the trip on the slow boat from China.
