I'm attempting to use the "08" "400" to reset the C440 code but I'm having no luck getting into the diagnostics. I get a greyed out "service" with "password" blank. I try using "123456" but it says "incorrect password". What am I missing and how can I get to the reset of the fuser code?

The default service password is blank. If it has been changed, you'll have to find out from the person who changed it. =^..^=If you'd like a serious answer to your request:
1) demonstrate that you've read the manual
2) demonstrate that you made some attempt to fix it.
3) if you're going to ask about jams include the jam code.
4) if you're going to ask about an error code include the error code.
5) You are the person onsite. Only you can make observations.

I could proceed with "blank" but when I entered 400 and entered using print button, "400" was replaced with "D". I need a 1 to replace with 0, if not mistaken.Comment

Just be honest and either you do not fix many toshiba ebx models or you are an end user.
Not being mean but it makes it easier to explain on how to solve the problem. It didn't say that I couldn't do it in the manual.Comment

I am not an end user (not that there's anything wrong with that, some of my best friends are end users).
You say, "Not being mean" but then by saying, "Just be honest", you imply that I'm being "dishonest"... that, my friend, is mean!
I must assume that you are a savant (who clearly doesn't need this forum). I, however, am not. I work on a large variety of equipment. Toshiba is my least favorite line and usually I have one of my techs work on them. I didn't explain all this in the original question since it wasn't relevant. There was a time maybe back in the early '80s when I could say I was an absolute authority on everything I worked on... but then that was only about 10 machines or so.Comment
