5638 system unavailable

Got a 5638 that won't boot. Replaced power supply and removed controller with same result. Any thoughts?

measure voltage on software module battery

It boots as far as it says:

System Unavailable. .....

Then says to power down and try again.

remove software module and mesure voltage on battery.
if voltage is below 2.8v then you need to replace battery and to restore machine configuration from machine diskette
