[Dead] HP 2727 frozen at start-up

pretty much a brand new machine,

wont load up passed the "Hewlett Packard" logo at the beginning.

any ideas where to start? is it a PCB that i can order and replace?

If it's an HP LJ M2727 MFP it's probably the formatter. Very common. =^..^=
If you'd like a serious answer to your request:
    1) demonstrate that you've read the manual
    2) demonstrate that you made some attempt to fix it.
    3) if you're going to ask about jams include the jam code.
    4) if you're going to ask about an error code include the error code.
    5) You are the person onsite. Only you can make observations.

Yes, formater. Try baking it in the oven first. 360 deagrees for 8 minutes will take care of you problem. You have a cracked solder joint and heating the board will melt the solder and flow . Fixing the problem. this will fix the problem 90% of the time.
