Hoping for some help. Any precautions/procedures for replacing the black drum & developer on a Ricoh MPC5503? Any SP resets before or prior? Filling in for a colleague and I am not too familiar with these machines. Any help is greatly appreciated.

Since you are replacing the PCU & developer unit at the same time there is no SP counter to reset replacing the dev unit will also reset the PCU PM counter.
Remember to the release the lube bar spring on the PCU (instructions will be in the box)
I would suggest you have the service manual to hand as these parts are rather expensive.

something is binding in the development unit causing the development motor to be unable to turn at full speed.Comment

Take the PCDU out, hold in level and shake in side to side, then try to turn the developer by hand to free it up.Comment

Were these brand new Genuine Ricoh Units, or something that's been rebuilt/ serviced?
I'd be surprised if a NIB unit would produce that codeComment
