The samples that you have attach show developing issues for CMY & K. Are you aware of the difference between developer and toner? Most likely the developer is dead (not the toner). =^..^=
If you'd like a serious answer to your request:
    1) demonstrate that you've read the manual
    2) demonstrate that you made some attempt to fix it.
    3) if you're going to ask about jams include the jam code.
    4) if you're going to ask about an error code include the error code.
    5) You are the person onsite. Only you can make observations.

Yes, I ordered developer from aaa toner which was especially for Toshiba.
Also replaced toner cartridges as they were empty.

I cleaned out the developer before adding the new developer.

Did the developer come in the cartridges, where you remove the cymk sub hopper assembly, insert the developer
cartridges, and then go into "easy setup" which adds the developer, then calibrates the developer?

The e5540 was launched in March 2011 and discontinued in May 2012. All technical support, parts and supplies are no longer available from Toshiba Tec.

Why you want to put good money into this old copier is up to you.

Do I need to get the $1600 developer cartridges to make It work better?
Not really, but you need to run the developer calibration along with the image
              calibration in 05 mode

If the 5540c's have a discharge led array, they could be caked with toner causing the drum to not discharge and constantly pull toner/ developer. "The tiger stripes" or "Feathering" is usually caused by developer depletion. The developer becomes worn and rounded over time due to not necessarily output counts, but drive counts. Seals leaking on dev augers can cause this too. among 20 other things lol.
